Fingerprinting "Chain of Custody"

The FBI is recommending that law enforcement agencies that process Applicant fingerprint cards "do not" return the fingerprint card(s) back to the applicant. This eliminates the possibility of the fingerprint card being altered in some manner after the fingerprints have been taken, and does not allow the "Chain of Custody" to be broken.

In order for the "Chain of Custody" to not be broken, it is recommended that all law enforcement agencies require all applicant fingerprint cards to be sealed and mailed from the police department when possible. It would require at the time the applicant has his/her fingerprints taken, the applicant would also need all other documents needed for processing to be included for mailing. In order to complete this process:

1)    The agency that is requiring the applicant to get fingerprinted must have an ORI (Originating Agency Identifier) number. This number acts as a return address for the State and FBI

2)    A money order made out to the correct agency for the correct amount

3)    Mailing Envelope; a proper sized envelope to use is a 12" x 9"

4)    Proper Postage; applicants shall ensure all envelopes have adequate postage in order to avoid delayed delivery.

***If the applicant must return the card(s) to the agency requesting prints, we ask that they at the very least provide us with an envelope to "seal" their card in before leaving the office.
