The City's Comprehensive Plan, adopted in 2004 and recently amended in 2009, addresses goals and policies for economic development in the city.

Currently, the City is working on an economic development strategic plan (EDSP) to develop active strategies to implement the city's vision. The City Council hired Berk and Associates, an economic planning firm, to assist with this plan development. The development of the EDSP is a very public process, with a citizen's advisory group meeting monthly to develop the plan with city staff and Berk and Associates.
